ROME (AP) ? The United States and some European allies are edging closer to direct involvement in Syria's civil war with plans to deliver meals, medical kits and other forms of nonlethal assistance to the rebels battling President Bashar Assad.
The U.S., Britain, France and Italy aren't planning to supply the Free Syrian Army with weapons or ammunition. But moves are afoot to significantly boost the size and scope of their aid to the political and military opposition. Such decisions could be announced as early as Thursday at an international conference on Syria in Rome.
Britain and France are keen to give the rebels the means to protect themselves from attacks by Assad's forces, including Scud missiles fired in recent days against the city of Aleppo, U.S. and European officials say.
Assistance could mean combat armor, vehicles and other equipment not deemed to be offensive, the officials said. It could include training in battlefield medical care and the protection of human rights, they said.
For now, the Obama administration is advancing more modestly. It is nearing a decision whether to give ready-made meals and medical supplies to the opposition fighters, who have not received direct U.S. assistance.
U.S. Secretary of State John Kerry was expected to announce the new contributions at the Rome conference, in addition to tens of millions of dollars intended for rule of law and governance programs.
The shifts in strategy are part of a step-by-step process that could lead to direct military aid to carefully screened members of the Free Syrian Army if the nearly 2-year conflict continues. Some 70,000 people have died in the fighting.
The European Union last week renewed an arms embargo against Syria for three months. But foreign ministers made clear that the decision could be reviewed while they look at ways to increase pressure on Assad to leave.
Washington has provided $385 million in humanitarian aid to Syria's war-weary population and $54 million in communications equipment, medical supplies and other nonlethal assistance to Syria's political opposition. The U.S. also has screen rebel groups for Turkey and American allies in the Arab world that have armed rebel fighters.
No U.S. dollars or provisions have gone directly to rebels. That decision reflects concerns about forces that have allied themselves with more radical Islamic elements since Assad's initial crackdown on peaceful protesters in March 2011.
Kerry said Wednesday in Paris that both the U.S. and Europe want a negotiated solution to the crisis and would speak to the leaders of the Syrian National Coalition about that. He also said the world must be prepared to do more to support the rebels and he accused Assad's government of engaging in "criminal behavior."
"We want their advice on how we can accelerate the prospects of a political solution because that is what we believe is the best path to peace, the best way to protect the interests of the Syrian people, the best way to end the killing and the violence," he said at a news conference with French Foreign Minister Laurent Fabius.
"That may require us to change President Assad's current calculation," Kerry said. "He needs to know that he can't shoot his way out of this. And so we need to convince him of that, and I think the opposition needs more help in order to be able to do that."
Fabius offered a similar assessment.
"The situation is unbearable and we need to find the means to a transition and for Assad's departure," he said. "We agree all of us on the fact that Mr. Bashar Assad has to quit."
Britain's Foreign Office also said it would increase its support for Syria's opposition.
The possibility of a sudden change in U.S. strategy comes as President Barack Obama begins a second term and Kerry succeeds Hillary Rodham Clinton as the top U.S. diplomat.
Freed from the constraints of a re-election campaign, administration officials say there is greater leeway now for new approaches than last year, when Obama rebuffed a plan by Clinton, then-CIA Director David Petraeus and then-Defense Secretary Leon Panetta to arm the Syrian rebels.
The administration remains cautious, officials say, and is resisting European pressure to expand military aid to include the kind of items that Britain and France are considering.
Few Americans want to see their country dragged into another war of complicated loyalties and sectarian rivalries in the Muslim world, a little more than a year after leaving Iraq and with 66,000 U.S. combat troops still in Afghanistan.
Administration officials say they don't have enough assurances that rebel units under the sway of Islamic fundamentalists won't turn their weapons on Israel or other U.S. allies and fragile states in the region.
Lebanon is torn by some of the same internal sectarian divisions as Syria and Jordan is struggling with its political reform path.
Iraq's prime minister, Nouri al-Maliki, warned on Wednesday that a victory by Syrian rebels would lead to more fighting in Iraq and a new haven for al-Qaida.
Greater instability in any of Syria's neighbors would pose a whole new set of problems.
Still, officials said the U.S. was considering a gradually upgraded involvement in Syria to bolster moderate forces within the rebel ranks and help the fledgling political opposition win greater backing among Syrians, especially minority groups that have remained largely loyal to Assad and his government.
Debate within the administration on how best to accomplish these goals has increased in recent months as diplomatic efforts have failed to end the war. The Syrian opposition insists that only weapons, intelligence support and other forms of military aid truly can tip the balance.
U.S. Sen. Marco Rubio, a potential 2016 presidential candidate, urged the administration to consider lethal aid.
"We should want the best organized, the best equipped and most dominant groups in the opposition to be groups that are friendlier to our national interests," Rubio, a Florida Republican, said Wednesday at the Washington Institute for Near East Policy.
The position is similar to one Kerry held as a senator, and one he reminded reporters of this week when he proposed the creation of opposition safe zones and suggested providing rebels with U.S. weaponry.
But in his first month as secretary of state and on his first official trip overseas, the 2004 presidential candidate has been vaguer.
"We have a lot of ideas on the table, and some of them, I am confident, will come to maturity by time we meet in Rome," Kerry said this week. "Others may take a little more of a gestation period, but they're no less part of the mix and part of the discussion.
"What I can tell you is we are determined that the Syrian opposition is not going to be dangling in the wind wondering where the support is or if it's coming, and we are determined to change the calculation on the ground for President Assad."

System toggles are must haves for most power users. Things like adjusting brightness, locking rotation, toggling on and off wifi, and turning data services on and off are functions we do on a pretty regular basis. Unfortunately, under stock iOS you are forced to enter Settings, find that control, and toggle it on or off in that menu every single time.
NCSettings allows you to easily toggle on and off these basic functions straight from Notification Center. This means instead of digging in the Settings menu, swipe down and tap. That's it. There are also several add-on packages in Cydia that allow you to add toggles for almost anything you could possibly think of.
Notifications have been something that iOS has struggled with over the years. While iOS 5 brought with it Notification Center which handled notifications much better than previous iterations, or rather the complete lack of a notification system, it still doesn't give fine tune control the way IntelliscreenX does.
Not only does IntelliscreenX allow you to customize what notifications you receive, how, and when; it also gives you access to things like quick replies for messages directly from the lock screen. If you're a power user or want a better hold on notifications, IntelliscreenX will put you in the driver's seat. Passcodes are a pain but for most of us, they're a must have. Even with Find My iPhone and GPS tracking software, people steal things. The odds of you recovering them or at least protecting your data is increased when you have a passcode. For most of us, that's the reason we use them.
CleverPin makes using passcodes a little less obnoxious. The premise is that when you're at home and connected to your home network, your iPhone won't ask you for the passcode. This means when you're out at the club or on vacation, your passcode lock will remain firmly in place without you having to enable it. Once you enter your home network, you won't be badgered to enter a passcode every few minutes.
You can also change settings in CleverPin to disable the passcode lock if you're doing things like listening to music. And that makes more sense to us than having to enter a passcode just to switch to a different album or playlist.
iOS 4 brought with it multitasking and while some may argue that it isn't true multitasking, it does just fine for most. Auxo aims to improve the current state of the multitasker by adding a preview of the current state of an app. If you've got a Safari page loading, you'll see it. If you have a specific conversation open in the texting app, you'll see it.
Once you've got Auxo installed and enabled, you'll be able to launch the multitasker just like you normally would but you'll notice previews of what each app's current state is. Beyond that, instead of holding down and having to tap each icon to remove it or close it out completely, Auxo adds swipe gestures that allow you to swipe them downwards to remove them which makes for a much smoother and enjoyable experience.
On top of a better idea of what's going on, Auxo also brings with it many system toggles you can add to the multitasker as well.

It's a rom-com that succeeds in revitalizing that discredited genre where so many others have failed, injecting it with the grit and emotion of realist drama rather than with amped-up whimsy or social satire or montages of people walking on the beach.
Silver Linings Playbook tells us that happily-ever-after may depend on finding people who coexist with our lunacy, not ones who can lead us out of it. In any case, it's crazy good.
A crazy beaut of a comedy that brims with generosity and manages to circumvent predictability at every turn.

This meaningful film keeps the laughs, giddy anxiousness and warm butterflies from the trailer and sustains it all through two full hours of a love story.
There is some charm to the story, but the final act is very neat, predictable, contrived, and not up to originality of the first two.
Director David O. Russell is a little too chipper at times - breaking a restraining order is really no joke - but he brings a breeziness to this likeable tale of two misfits trying to make it work.

A bittersweet pill that's a mixture of an endearing family drama and modern romance that's an absolute delight.

ATLANTA (AP) ? Now that investigators have determined the origins of the engine-room fire that paralyzed a Carnival cruise ship at sea for five days, they will try to learn more about the cause, the crew's response, and why the ship was disabled for so long.
A Coast Guard official said Monday that a leak in a fuel oil return line caused the engine-room fire that disabled the Carnival Triumph in the Gulf of Mexico, leaving 4,200 people without power or working toilets for five days.
Cmdr. Teresa Hatfield addressed the finding in a conference call with reporters. She estimated that the investigation of the disabled ship would take six months.
Hatfield said the Bahamas ? where the ship is registered, or flagged ? is leading the investigation, with the Coast Guard and National Transportation Safety Board representing U.S. interests in the probe. The vessel was in international waters at the time of the incident.
She said investigators have been with the massive 14-story vessel since it arrived Thursday in Mobile, Ala. They have interviewed passengers and crew, and forensic analysis has been performed on the ship.
She said the crew responded appropriately to the fire. "They did a very good job," she said.
In an email after Monday's conference call, Coast Guard spokesman Carlos Diaz described the oil return line that leaked as stretching from the ship's No. 6 engine to the fuel tank.
A Carnival Cruise Lines spokesman said in an email Monday that the company agrees with the Coast Guard's findings about the fire's source.
Cruise industry expert Andrew Coggins, a former Navy commander who was a chief engineer and is now a professor at Pace University in New York, said the fire could potentially have been serious.
"The problem is the oil's under pressure," he said. "What happens in the case of a fuel oil leak where you have a fire like that is it leaks in such a way that it sprays out in a mist. In the engine room you have many hot surfaces, so once the mist hits a hot surface it will flash into flame."
If the crew hadn't reacted quickly and the fire suppression system hadn't worked properly, he said, "the fire from the engine room would have eventually burned through to other parts of the ship." Engine room fires that can't be suppressed generally result in the loss of the entire ship, he said.
The Triumph left Galveston, Texas, on Feb. 7 for a four-day trip to Mexico. The fire paralyzed the ship early Feb. 10, leaving it adrift in the Gulf of Mexico until tugboats towed it to Mobile. Passengers described harsh conditions on board: overflowing toilets, long lines for food, foul odors and tent cities for sleeping on deck.
Hatfield said investigators from the Coast Guard and NTSB would stay with the ship until about the end of the week, then continue work at their respective offices. She said the investigation will look further at the cause of the fire and the crew's response, as well as why the ship was disabled for so long.
Last week, a team of six NTSB investigators were in Mobile trying to determine the cause of the fire. An NTSB spokesman said then that the agency could take information developed from the probe and use it to make recommendations for improving cruise ship safety.
Passengers interviewed after the cruise complained about confusion in the immediate aftermath of the fire about whether to evacuate their rooms as well as poor communication about what was happening.
Carnival CEO Gerry Cahill apologized to passengers late last week.

EL SEGUNDO, Calif. (AP) ? Kobe Bryant and general manager Mitch Kupchak endorsed the children of the late Jerry Buss as worthy heirs to running the Los Angeles Lakers.
Bryant said Tuesday that the six siblings are "following the greatest owner in sports," but he believes that in their own way the Buss offspring will have success.
"It's tough to follow in those shoes," he said before the Lakers' first practice since the All-Star break. "It's important to take the lessons he's taught and try to carry it on to the future."
The elder Buss died Monday at age 80 of kidney failure as a complication of the cancer that he had struggled with for the last 18 months. A memorial service for invited guests only will be held Thursday at Nokia Theatre across from Staples Center.
"We have a great opportunity to carry on his legacy," said Kupchak, who first joined the Lakers as a player in 1981 and became the team's assistant GM under Jerry West after his playing days ended in 1986.
Some of the lessons Bryant said he learned from Buss were "to be patient, not rush decisions. When you believe in something you act despite what public opinion would be. He always stuck to his guns and made sound decisions on what was right for the team."
Now those decisions will be made by Buss' children: the four oldest ? Jim, Jeanie, Johnny and Janie Drexel that he had with wife JoAnn ? and the two youngest ? Jesse and Joey that he had with an ex-girlfriend.
"Everybody seems to work well together, but don't think for one minute there isn't an adjustment period," Kupchak said. "We've always had one voice and we'll see. I don't anticipate a problem."
It was Jerry Buss' wish that his children run the team after his death. The family owns a majority stake in the franchise, with AEG chairman Philip Anschutz, doctor Patrick Soon-Shion and real estate magnate Ed Roski holding minority shares.
The family ownership stake will now be held in a trust. The team cannot be sold off in smaller pieces, only in its two-thirds entirety, according to longtime Buss family spokesman Bob Steiner.
"The entity cannot be split," Steiner said Monday.
Jeanie will take over as the team's governor, which gives her the power to voice the Lakers' vote on issues at owners' meetings. She has been the team's alternate governor for several years but now takes over for her late father.
"Nobody understands what this franchise means to the city of Los Angeles better than Jeanie and Jimmy," said Kupchak, adding that he feels he "grew up" with the four oldest Buss children ? who range in age from their late 40s to mid-50s.
In recent years, Jim Buss has been working with Kupchak making the team's basketball decisions while Jeanie Buss has handled the club's business dealings. Kupchak said Jim Buss is his boss.
"He's very strong in his opinions yet if I feel strongly, he'll defer, which is what his dad did," Kupchak said.
With the trade deadline looming on Thursday, Kupchak said he doesn't "anticipate anything dramatic in the next two days."
He reiterated that there are no plans to trade center Dwight Howard, despite rumors to the contrary.
"He's been saying that for 1 ? to two months," Howard said. "There's always rumors swirling around. I'm not going to let the stuff that's been happening defeat me as a person."
Despite his declining health, Buss watched all the team's games and he was "very involved" in the decision to fire Mike Brown and hire Mike D'Antoni as coach early in the season.
"The organization has always been first-class and I think it will stay that way," said D'Antoni, who never met Buss but called him "the best owner ever in any sport."
Kupchak said Buss' children follow a routine in their work habits unlike their father.
"You might see him leaving the office at 9 in the morning. His hours were unusual," he said, smiling. "With the family members, it's more predictable. Jeanie is in the office every day."
Jim and Jeanie are most closely tied to the Lakers. Janie handles the team's youth foundation from afar, while Jesse is learning to be a scout and has what Kupchak calls "a keen eye." Johnny, who previously ran the WNBA's Sparks when his father owned that team, hasn't been that involved with the Lakers. Joey is president of the D-Fenders of the NBA's D-League.
Bryant recalled visiting Buss in the hospital on a day when the owner was in good spirits. They discussed Bryant's career, which began when the Lakers acquired him as a 17-year-old, Magic Johnson and the "Showtime" era Lakers, and the rival Boston Celtics.
"That was a good day," said Bryant, who grew up a Lakers fan and cited Buss as having a "profound" impact on his career.
The Lakers will wear patches with the initials 'JB' on their jerseys for the rest of the season. The elder Buss will be honored before the Lakers host the Celtics on Wednesday night.

SEATTLE (AP) ? Teaching parents to switch channels from violent shows to educational TV can improve preschoolers' behavior, even without getting them to watch less, a study found.
The results were modest and faded over time, but may hold promise for finding ways to help young children avoid aggressive, violent behavior, the study authors and other doctors said.
"It's not just about turning off the television. It's about changing the channel. What children watch is as important as how much they watch," said lead author Dr. Dimitri Christakis, a pediatrician and researcher at Seattle Children's Research Institute.
The research was to be published online Monday by the journal Pediatrics.
The study involved 565 Seattle parents, who periodically filled out TV-watching diaries and questionnaires measuring their child's behavior.
Half were coached for six months on getting their 3-to-5-year-old kids to watch shows like "Sesame Street" and "Dora the Explorer" rather than more violent programs like "Power Rangers." The results were compared with kids whose parents who got advice on healthy eating instead.
At six months, children in both groups showed improved behavior, but there was a little bit more improvement in the group that was coached on their TV watching.
By one year, there was no meaningful difference between the two groups overall. Low-income boys appeared to get the most short-term benefit.
"That's important because they are at the greatest risk, both for being perpetrators of aggression in real life, but also being victims of aggression," Christakis said.
The study has some flaws. The parents weren't told the purpose of the study, but the authors concede they probably figured it out and that might have affected the results.
Before the study, the children averaged about 1? hours of TV, video and computer game watching a day, with violent content making up about a quarter of that time. By the end of the study, that increased by up to 10 minutes. Those in the TV coaching group increased their time with positive shows; the healthy eating group watched more violent TV.
Nancy Jensen, who took part with her now 6-year-old daughter, said the study was a wake-up call.
"I didn't realize how much Elizabeth was watching and how much she was watching on her own," she said.
Jensen said her daughter's behavior improved after making changes, and she continues to control what Elizabeth and her 2-year-old brother, Joe, watch. She also decided to replace most of Elizabeth's TV time with games, art and outdoor fun.
During a recent visit to their Seattle home, the children seemed more interested in playing with blocks and running around outside than watching TV.
Another researcher who was not involved in this study but also focuses his work on kids and television commended Christakis for taking a look at the influence of positive TV programs, instead of focusing on the impact of violent TV.
"I think it's fabulous that people are looking on the positive side. Because no one's going to stop watching TV, we have to have viable alternatives for kids," said Dr. Michael Rich, director of the Center on Media and Child Health at Children's Hospital Boston.

Today's early morning blast,?centered on the Chelyabinsk region, sent massive tremors through the ground, which were recorded on seismic monitoring instruments around the world.
Initial reports pegged the explosion as similar to a magnitude 2.7 shaker, according a seismograph released by the USGS. For comparison, the 1908 Tunguska meteor blast's shock waves, which flattened 80 million trees in Siberia, produced the equivalent of an estimated 5.0 temblor.
"When you have an explosion in the air, it shakes the ground, and we see it on the seismographs," explained Paul Caruso, a geophysicist at the USGS National Earthquake Information Center in Denver, Colo., which reported the meteor-related tremors. "It's not an earthquake, and it looks very different from the usual earthquake seismogram," he told OurAmazingPlanet.
Few?meteor explosions?have actually been recorded on seismographs, though, Caruso said. "We've been looking at it all morning," he added.
The meteor reportedly injured hundreds of people and damaged hundreds of buildings when it exploded in a massive blast Friday morning (Feb. 15).
Most of the injured were reportedly hurt by falling glass caused by the blast, and many have been hospitalized. In addition, an estimated 297 buildings suffered damage, including six hospitals and 12 schools, according to translations of updates by the Russian Emergency Ministry.
Scientists think a meteoroid entered the atmosphere above Russia's southern Chelyabinsk region, where it exploded and broke up into fragments scattered across three regions of Russia and Kazakhstan, according to news reports. [Photos of Russia's Meteor Fireball Blast]
The Russian meteor probably?had nothing to do with the upcoming close Earth approach of asteroid 2013 DA14, which is due to make its closest approach to the Earth at 2:24 p.m. ET, Don Yeomans, head of NASA's Near-Earth Object Program, told SPACE.com. The Russian meteor's trail did not travel south to north as the asteroid will.
